Amendment to Expand Access to Narcan Adopted


On January 13, 2016 the House debated the H3944 – An Act Relative to Substance Use, Treatment, Education and Prevention.

One component to the battle against the opioid epidemic is the use of the life-saving drug Naloxone, more commonly known by its brand name Narcan.

Currently, Narcan is available without prescription in some but not all pharmacies in the Commonwealth.  Our neighboring state of Rhode Island, in contrast, has put a mechanism in place to make sure it is available without prescription at all retail pharmacies.  I offered an amendment  to H3944 to help move us toward the Rhode Island model. My amendment received bipartisan co-sponsorship support from my colleagues and was adopted during the debate on a voice vote.

Here are the comments I prepared on the amendment.  They explain the difference between the MA and RI models, and a path to quickly get to the RI model or something similar.
